Being prompted for pin when the Debit EDC is turned off: 

First data supports "Dual Message Format."  This means all transactions should run as CREDIT.  
First Data will read the CHIP and determine if the card uses a Credit or Debit AID as its primary function.
If the primary AID is DEBIT the terminal will prompt for a DEBIT PIN.
Users can bypass the PIN by pressing ENTER or the GREEN button.

On the Terminal:

If you attempt to change the EDC Type (Transaction Type) on the terminal from Credit to Debit the terminal will display "CREDIT ONLY".

All transactions should be run as CREDIT.
